Financial Management Plan

Cheltenham Township hired Public Financial Management (PFM) to develop a five-year financial plan for the Township. The planning process began in September 2019 and is anticipated to be complete by the end of March 2020. This planning process is broken down into three parts:

1) Financial Condition Assessment: PFM will outline the Township's financial position and the critical underlying factors driving its performance. It provides a forecast of the Township's financial performance over the next five years to help identify and quantity specific financial challenges for the Township.

2) Management Review: PFM will meet with department managers and other staff to discuss what their departments do, how they do it, why they do it and any challenges they face as they deliver the critical services to the people and entities who live, work and visit the Township.

3) Initiative Development and Plan Delivery: Guided by the quantitative analysis in the Financial Condition Assessment and the qualitative analysis in the Management Review, PFM will develop a series of recommendations or initiatives that connect back to the mission statement.

  • The  Financial Condition Assessment was presented at the November 13, 2019 Finance Committee meeting.
  • An Update was presented to the Finance Committee on February 12, 2020.
  • The  Final Presentation was made to the Board of Commissioners on June 17, 2020.
