The National Historic Trust developed the Main Street Program in the early 1980s to arrest sprawl and reinvigorate downtown shopping districts. Administered by the PA Department of Community and Economic Development, the program has provided Cheltenham with a portion of the Main Street Manager salary since 1998 and annual funding for the Design Challenge Grant Program, a component of the Commercial District Enhancement Plan. The Main Street Program model includes four committees, which meet once a month. Each focuses on a different element of the economic development approach. The committees work under the direction of the Economic Development Task Force and Main Street Manager, who helps establish the program strategies and coordinates the efforts of all the stakeholders.
